Since this year, the Xinchang government has issued a number of policies to provide support and rewards in enterprise cultivation, technical transformation, management innovation, new product development, patent application approval formulation, brand creation, energy conservation and emission reduction, etc., to stimulate the innovative vitality of bearing enterprises. This year, the cumulative quality brand standardization policy award is 6.39 million yuan, benefiting 8 enterprises in the bearing industry.

Talent gathering boosts industrial innovation. Xinchang continues to introduce various scientific research platforms, accelerate talent gathering, and form a core research and development team composed of well-known domestic professors, senior engineers, postdoctoral students, and master's degree students. It effectively solves common technical problems faced by the Xinchang bearing and high-end equipment preparation industry, providing talent and technical support for the transformation and upgrading of the "intelligent manufacturing" industry in Xinchang County. Currently, the Xinchang Innovation Technology Research Institute of Zhejiang University of Technology and the Science and Technology Research Institute of Xinchang Zhejiang University of Technology have been inaugurated successively. Currently, there are 1307 "Bearing Industry Brain" enterprises in Xinchang County, with 36819 sets of equipment. The comprehensive cost of the bearing industry has decreased by 12% compared to before the transformation, the labor cost has decreased by nearly 50%, and the profit margin has increased to 8%. The response time for enterprise purchase and sales services has been reduced from 60 minutes to 20 minutes, greatly improving the overall competitiveness of the industry.

"Three in One" Transforms a New Development Path

The platform supports the development of synergy. Relying on the National Quality Inspection Center for Small and Medium Sized Bearings and the Research Institute of Zhejiang University of Technology, Xinchang aims to create a bearing industry innovation service complex, provide public industry innovation services for small and medium-sized enterprises, integrate the strength of technology center laboratories of industry leading enterprises, create a "one-stop" public technology service platform for the quality foundation of the bearing industry, and encourage enterprises to use "technological innovation vouchers", Carry out activities such as inspection and testing and cooperative research and development with the help of platform resources. Since 2020, the platform has received 335 applications from enterprises for the use of "technological innovation vouchers", helping enterprises save 650000 yuan in innovation costs.

Xinchang has formulated and issued the first local standard for open laboratories in China, the "Open Laboratory Work Specification", which specifies seven specifications for "shared laboratory" identification, opening requirements, service content, policy incentives, complaint handling, supervision, inspection, and evaluation improvement. It has promoted the standardization construction of "shared laboratories" for scientific research institutes, large and medium-sized enterprises, promoted intra-industry financing and sharing, and accurately solved the high cost of laboratory construction in small and micro enterprises The dilemma of tight R&D funds. Currently, 82 "shared laboratories" have been established, which can carry out testing and testing of 245 test objects and 1233 project parameters.

Pilot drive encourages quality competition. On the basis of the successful establishment of two national level pilots, namely, the "National Demonstration Zone for Improving the Quality of Bearing Products" and the "National Pilot for Standardization of High-end Equipment Manufacturing Industry", Xinchang has deeply carried out activities such as "Introduction of Thousands of Strives for Innovation" and "Certification and Improvement of Quality Management System for Small and Micro Enterprises", guiding enterprises to introduce various advanced quality management methods such as excellent performance management and lean management, relying on the "one-stop" service platform of bearing quality infrastructure, Promote quality management activities to the production line, establish a database for optimal selection and hierarchical cultivation, and guide governments at all levels in creating quality awards. Currently, enterprises such as Xinchang Sanhua Intelligent Control, Wanfeng Aowei, and Wanfeng Aote Group have successively won provincial and national quality awards. This year, 20 outstanding QC results at the municipal level have been published.

"Three Chain" Convergence and Transformation Service New Mode

Xinchang County invested more than 40 million yuan to transform and upgrade the bearing industry innovation service center, built a centralized business acceptance hall, set up a one-stop service acceptance window in nine areas, including inspection and testing, measurement services, standardized services, certification and recognition, quality management, intellectual property rights, brand cultivation, open laboratories, and personnel training, and set up a self-service guide screen on site, Provide "one-stop" service navigation and standard query functions for quality infrastructure. Build a "one-stop" service platform for bearing quality infrastructure synchronously online. Based on the county's bearing industry standard system, automatically track the relevant standard dynamics of enterprises within the system, and provide services such as intelligent information push and standard dynamic analysis report push. Since this year, the center has accepted 1181 business transactions and pushed 14 standard dynamic reports online.

Strengthen the science and technology chain through cooperation between government, research, and enterprises. Xinchang organically integrates technical and administrative resources under the regulatory framework of the large market, promotes the sharing of talent, equipment, information, and testing resources among scientific research institutions, universities, and enterprises. Relying on the "one-stop" service platform of quality infrastructure, it deepens the integration of "government, research, and enterprise", introduces graduate research and development teams to reside in enterprises, and actively carries out standard innovation and brand cultivation work. Currently, there are more than 20 research and development teams stationed in enterprises throughout the county. Enterprises in the county have led and issued 19 "Made in Zhejiang" standards, and have obtained a total of 14 Zhejiang Manufacturing Certification Certificates and 1 Zhejiang Manufacturing International Mutual Recognition Certificate. In September this year, Wuzhou Xinchun Company's "Key Technologies and Industrial Application Projects for High Reliability Hub Bearing Manufacturing" was awarded the third prize in the 2022 "Machinery Industry Science and Technology Award" category of scientific progress.

The simplified information chain runs through the network library end. In response to the standardization requirements of the bearing industry, Xinchang has established and promoted the data exchange between the "Xinchang high-end equipment manufacturing industry standard information service platform" and the "National Standard Query Network" database, realizing the dynamic management and real-time warning functions of the entire life cycle of standards, further simplifying the access path to enterprise standard information, and achieving "one click query with one end in hand". Currently, the standard platform shares more than 1.62 million pieces of data, and has a database of over 1.54 million standard queries. This year, it has provided enterprises with more than 5000 standard reviews.
